Italian parliament ratified ILO conventions on health and safety

  • On 4 July 2023, Law no. 84/2023, dated 6 June 2023 entered into force.
  • This law ratifies two International Labour Organisation Conventions on occupational health and safety namely, Convention no. c155/1981 (Occupational Safety and Health Convention) and Convention no. c187/2006 (Promotional Framework for Occupational Safety and Health).

The Occupational Safety and Health Convention aims to set out the basic principles for a national and enterprise level policy and strategy for the implementation of OSH preventive and protective measures.

Convention no. c187/2006 complements the previous core standards and strengthens the requirements for a national structure, relevant stakeholders responsible for implementing a national and enterprise level policy for safe and healthy working environments; as well as the steps to be taken to build and maintain a preventive safety and health culture.

As a result of the convention being ratified, the relevant provisions can be actioned by individuals and are now immediately applicable by Italian authorities.

Amongst these measures, there must be a commitment by the national legal systems to establish mechanisms for permanent consultation with Trade Unions and Employers' association. This would allow for continuous improvement of safety conditions and the provision that entitles employees to abstain from the workplace where an imminent and serious danger to health has been identified.
