On 4 September 2025, the Italian Council of Ministers approved a new decree (Session No. 140) aimed at reinforcing the framework for the regular entry of foreign workers and improving the management of migration flows.

One of the key changes is the recalibration of the timeline for entry clearances, which will now begin from the moment the entry fee is paid. This marks a shift in procedural timing that may affect planning and compliance for employers.

Additionally, the decree introduces more rigorous checks on employer declarations submitted as part of clearance applications. This is expected to increase scrutiny and may require employers to ensure greater accuracy and transparency in their submissions.

In a move to support vulnerable individuals, the decree extends residence permits for victims of exploitation and for social protection reasons to 12 months. These permit holders will also be eligible for the inclusion allowance, enhancing their access to support services.

Finally, the government has extended its collaboration with the Italian Red Cross for the management of the Lampedusa hotspot by two years, now running until 31 December 2027. This extension underscores the ongoing commitment to humanitarian support and operational continuity at key entry points.
