New decree on workplace safety introduces digital IDs and stricter controls

Effective from 31 October 2025, this decree strengthens workplace safety and transparency. Key changes include:

  • Digital ID badges for workers in construction and high-risk sectors, interoperable with SIISL. For SIISL hires, badges will be auto-generated and editable by employers.
  • Enhanced oversight of contracts and subcontracting, with targeted inspections and mandatory reporting of 'near misses' for companies with more than 15 employees.
  • Incentive-linked premiums: From 2026, INAIL may adjust rates based on accident trends, rewarding good practices and excluding companies with serious violations.
  • Agricultural sector focus: A portion of safety funds will support members of the Quality Agricultural Work Network.
  • Transparency in hiring: From 1 April 2026, job offers for roles eligible for incentives must be posted on SIISL, which will also handle mandatory notifications, simplifying compliance.
