The law introducing urgent measures to improve workplace health and safety came into force on 21 December 2025.

On 28 October 2025, the Italian Council of Ministers approved a new decree-law introducing urgent measures to enhance workplace health and safety and civil protection. The initiative seeks to reinforce the culture of safety, improve prevention strategies, and reduce accidents across all work environments.

Key provisions include:

  • Training for Safety Representatives: The obligation for periodic updates now applies to all companies, including those with fewer than 15 employees.
  • INAIL insurance for students: Coverage is extended to students in school-work training programmes, including accidents occurring during commutes.
  • Near miss prevention: Companies with more than 15 employees are encouraged to adopt guidelines for identifying, tracking, and analysing near misses.
  • Additional medical checks and reallocation of sanction proceeds are also introduced to support enforcement and monitoring.
