On 18 November 2025, the Chamber of Deputies approved amendments to the Migration Flows Bill for 2026–2028, which regulates the entry of foreign workers and migration management.
Key changes include extending the time allowed to process work authorisations from seven to 15 days, now also applicable to seasonal work. Foreign workers who complete vocational training can apply for an entry visa within 12 months of finishing the course without needing employer confirmation. Work authorisations must be issued within 30 days, and the National Labour Office may conduct checks during the pre-filing stage. The previous limit of three work authorisation requests has been removed, including for applications submitted by authorised intermediaries.
For special residence permits, the Labour Office must share any information on violence or abuse with judicial authorities to support decisions on granting permits.
Finally, the quota-free entry regime has been expanded to include domestic workers caring for children under six, alongside those assisting elderly or disabled persons, with the measure extended through 2028.
The bill now proceeds to the Senate, with conversion expected by 3 December 2025.
