The legal framework for the general registry of employees has recently been updated. As of April 2025, REVISAL, which was used by all Romanian employers to report main employment terms to the labour authorities, has been replaced by a new platform called REGES-ONLINE. This new platform, accessible at https://reges.inspectiamuncii.ro/ also allows employees and former employees to access information related to their employment, subject to certain conditions.
Key updates to the new legal framework
- Employers must now register new information on employment terms in REGES, such as:
- specific and detailed information when retaining employees with disabilities (eg type of disability, duration of the disability certificate); and
- suspensions of employment due to medical leaves must also be registered.
- If employment documentation has been signed using an advanced or qualified electronic signature, the employer must maintain the employee's personnel file in electronic format and comply with relevant electronic archiving rules.
- Certain sanctions and fines have been increased, and some deadlines for submitting or registering specific information have slightly changed (eg regarding employment suspension due to medical leave).
Employers must apply with the new legislation and transmit all relevant information to the new platform within the next six months (by the end of September 2025). Failure to do so will be considered an administrative offence and will be subject to fines.
