The Ministry of Labour in the Sultanate of Oman has introduced two significant regulatory changes that will impact professionals working in the finance and logistics sectors. These measures are part of the government’s ongoing efforts to enhance professional standards and ensure that individuals employed in key sectors possess the necessary qualifications.
Compulsory certification for finance professionals
On 16 July 2025, the Ministry announced that certification in accounting, finance, and auditing will become a mandatory requirement for the issuance and renewal of work permits for all individuals employed in relevant positions. This means that both current employees and future hires in these fields must obtain a certificate from the Sector Skills Unit for Accounting, Finance, and Auditing. The Ministry will only issue work permits upon submission of the approved certificate, and no permits will be granted after the specified date without it. Employers are strongly urged to ensure compliance and take the necessary steps to implement this requirement across their organisations.
Mandatory professional licences for the logistics sector
In a separate announcement made on 22 July 2025, the Ministry of Labour declared that starting from 1 September 2025, all designated professions within the logistics sector will require a Professional Practice Licence. This directive applies to both Omani nationals and expatriates working in logistics-related roles. As with the finance sector, work permits will not be issued or renewed after the implementation date unless the approved licence is submitted.
Employers operating in the finance and logistics sectors should promptly assess their workforce to identify affected employees and initiate the necessary certification and licensing processes. These regulatory changes underscore the importance of compliance and preparedness to avoid any disruptions in work permit processing and to align with the Ministry’s professional standards.
