On 25 November 2026, the Council of Ministers approved a Royal Decree that establishes the regulatory framework for training employment contracts under Article 11 of the Workers’ Statute. The regulation covers two contract types:
- Alternating work and training contracts, which combine paid employment with formal education.
- Practical training contracts, designed for graduates seeking professional experience.
It sets clear requirements for contract duration, remuneration, and the roles of employers and training institutions, with safeguards to prevent misuse and guarantee quality learning outcomes.
This regulation is distinct from the draft law on non-labour practical training approved on 5 November 2025, which governs internships outside employment contracts. While both measures aim to ease the transition from education to work, the new Royal Decree specifically regulates employment-based training contracts.
The reform aligns with Spain’s broader labour strategy to promote youth employment and lifelong learning, in line with European standards and efforts to enhance workforce adaptability in a changing economy.
