  • From 1 January 2024, if an employer wants to recruit foreign employees, the employer must first advertise this position to Vietnamese candidates.
  • This advertisement should be made via the Electronic Information Portal of the Ministry of Labour, Invalids and Social Affairs, or via an Electronic Information Portal of the Employment Service Centre established by the Chairman of the provincial People’s Committee
  • The job advertisement must be posted for a minimum of 15 days before the employer plans to submit a report explaining the need to hire foreign employees to the relevant labour authority.
  •  An employer is only permitted to hire a foreign employee for a job position if they are unable to recruit Vietnamese employees for that same position.
