The UAE Ministry of Human Resources and Emiratisation has mandated a 60-day period for completing temporary work permit procedures following initial approval, with no extensions allowed. A temporary work permit allows an employee to work on a project requiring a specific duration at a registered establishment. Employers can apply for the permit electronically using their digital identity through available service channels. Once submitted, the application is electronically reviewed by the Ministry. If any documents are missing, the establishment is notified to complete them. Upon meeting all requirements, the permit is approved, and the contract is electronically validated, with federal fees paid upon approval.
To obtain a temporary work permit, applicants must provide a personal photo, a valid passport and residency copy, and the Ministry-issued job offer form signed by both the employer and the worker. Educational certificates are required based on skill levels: a university degree for skill levels one and two, a diploma for levels three and four, and a high school certificate for level five, all attested by the Ministry of Foreign Affairs. Skill levels six to nine do not require educational certificates. Workers are not considered skilled if their monthly salary is below AED4,000, even with an educational certificate. A professional practice license from the relevant authority is required for some professions. For example, doctors must attach a license from the Ministry of Health and Health Authority, while teachers need a license from the Ministry of Education and relevant educational councils. Current employer approval is also necessary, along with a court-issued document for workers involved in labour disputes.
