Progress on Romania's draft bill implementing the Gender Pay Transparency Directive may be delayed by change in government

- On 30 March 2026, the Romanian government published its first draft of legislation to implement the Gender Pay Transparency Directive (Directive).
- The bill was subject to a short public consultation period, which ended on 8 April 2026. The suggested provisions currently broadly follow the minimum requirements of the Directive but there are also nuances which employers would need to be aware of, if implemented as drafted.
- However, there is no publicly available calendar for the legislative process concerning this draft bill. Moreover, on 5 May 2026, the incumbent government collapsed after the Prime Minister lost a vote of confidence. It is not yet clear when the new government will be formed, leading to a period now of focus towards creation of the new government.
- This situation means that it is now unclear whether there will be changes to the proposed draft bill implementing the Directive. At the very least there will probably be further delay in Romania's implementation and it will most likely not meet the 7 June transposition deadline.
