Saudi Arabia tightens workforce rules for the tourism sector

Saudi Arabia’s Ministry of Tourism has implemented new workforce regulations aimed at protecting employment opportunities for Saudi nationals in the tourism sector. Under the new rules, tourism businesses are prohibited from outsourcing roles designated for Saudi citizens to foreign workers or entities. Outsourcing is only permitted to businesses licensed by the Ministry or those specifically authorised to employ Saudi nationals.

The regulations also require that all workers be registered with the Ministry of Human Resources and Social Development prior to commencing employment. Contracts involving subcontracted, seasonal, or seconded staff must be formally documented through official government platforms. For businesses operating across multiple locations, staff must be registered under each branch’s individual licence. Additionally, all licensed hospitality venues must ensure Saudi receptionists are present during operational hours. The Ministry will work with human resources authorities to monitor compliance across all licensed tourism establishments in the Kingdom.
