Oman implemented mandatory professional licensing requirements for food delivery workers and transport drivers from 1 September 2025, with fines of up to OMR2,000 for non-compliance. The Ministry of Labour has confirmed that all companies operating in Oman (local, regional, and foreign, with no exceptions permitted) must ensure their delivery staff and supervisors obtain professional licenses through the Sector Skills Unit for the Logistics Sector before work permits can be issued or renewed.

Key requirements include:

  • Electronic application through the Skills Unit platform.
  • Licensing fees starting at OMR20 for Omani nationals.
  • Higher fees for expatriate workers.
  • No extensions beyond the September deadline.

The regulations cover multiple professions:

  • Food delivery representatives and supervisors.
  • Refrigerated truck drivers.
  • Water tanker operators.
  • Waste transport drivers.
  • Tractor-trailer operators.

Penalties for violations include:

  • Fines between OMR1,000-2,000.
  • Imprisonment from ten days to one month.
  • Possible deportation for non-compliant workers.
  • Company license suspension up to two years.
