Qatar announces new labour fees and exemptions

Qatar’s Ministry of Labour has issued Ministerial Decision No. 32/2025, introducing a revised fee structure for work permits and labour-related services. Under the new rules, private sector employees, including those working for companies, associations, and individuals, will pay QAR100 annually for work permits, applicable to new, renewed, and replacement documents. Recruitment agencies face QAR2,000 fees for new and renewed licences, and QAR1,000 for replacements. Document attestation services, including verification of seals, contracts, and certificates, are now charged at QAR20. Notably, Qatari nationals, children of Qatari women, and GCC citizens are exempt from these fees.
