On 21 March 2025, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, issued a decision which mandates housing provisions for low-income workers in Dubai. This decision aims to enhance the welfare of workers earning AED2,000 or less, employed by commercially licensed establishments with 50 or more employees.

Key provisions of the decision

The decision applies to commercially licensed establishments in Dubai that employ 50 or more workers earning a salary of AED2,000 or less. The establishments must provide these employees with housing.

The decision will be published in the Official Gazette and will come into force 90 days from the date of publication. Once effective, establishments have one year to comply with the decision.
